Ronald Reagan Address Before a Joint Session of the Congress on the Program for Economic Recovery. During most of his address the shot is a close up of Reagan, interspersed are shots of the Congress and an occasional medium shot of Reagan at the podium from an angle other than straight on. Reagan opens his address talking about the current economic woes of inflation and unemployment snd about the national debt. The President spoke at 9 p.m. in the House Chamber at the Capitol.
