Burning oil tanks added fuel to the flames of terror of rampaging flood waters that inundated large areas of the city. In other Midwest cities, swirling floods take terrible toll. The damage in Kansas and Missouri runs close to the billion dollar mark. Dramatic pictures. Cars drive through flooded area. People help elderly victims and children; one older woman falls into the water and seems pulled a bit by the current. National Guard.
