NATO Report: President Outlines Foreign Aid Needs. President Truman appeals for national unity and for national support of NATO - the North Atlantic Treaty Organization. The president urges expenditure of almost $8,000,000,000 to help build up western democracies against Red aggression. President Harry S. Truman sits at desk, looking blankly about while waiting for his cue. Then he speaks for the cameras: "This is not a program to carry the world on our shoulders. It is a program to make it possible for the world to stand on its own feet... We can afford this program." He also says the real threat to the U.S. is "the danger of Communist aggression... This is the way we can strike the hardest blows against Russian Communism."
