State of Union: Truman Warns War Is Still a Threat. In his State of the Union address before the reconvened Congress, President Harry S Truman warns the U.S. of the ever-present menace of aggression, and calls for a united effort in an election year to strive for strength and unity. Mr. Truman also blasts Russia's refusal to accept the West's disarmament program. Truman arrives with Congressmen and Senators applauding. Truman speaks (SOF) about the proposal for disarmament that had been brought to the United Nations, says that until the Soviet Union accepts this plan, the U.S. has no choice but to build its defenses. "The world still walks in the shadow of another world war." The President talks about the need for strength, says that moral strength is the most vital. Applause at end of speech.
