Hardest hit are Pennsylvania and Ohio, declared disaster areas by the President. Various scenes of flooding and damage caused by it. Cars drive through bumper-deep water. Other cars and other items are shown almost completely submerged. Wreckage. Raging, even swirling waters. Man in mining helmet with lamp emerges from a mine (?).
