86th Congress Convenes Solemnity and good-will prevails during opening prayers and swearing-in. The ouster by G.O.P. Congressmen of Rep. Joseph Martin as minority leader, in favor of Rep. Charles Halleck of Indiana, is one of the session's highlights. News In Brief. Ext. U.S. Capitol building. Interiors, probably U.S. House of Representatives chamber, lots of people. Politicians shake hands, applaud, give ovations. Former President Harry S Truman in the balcony area watching. Members holding up right hand, probably taking oath of office, swearing in.
