News in Brief: Washington, Santa Claus Parade. The city's fourth annual Santa Claus parade ushers in the holiday season. Two hundred thousand onlookers see a wonderland array of paraders and comic balloon characters, and none other than Santa himself. Little kids watch parade and wave - cute. One balloon is in the shape of a giant cartoon train. Saint Nick rides by on "sleigh" float.
