Mayor Ralph Perk and several other men stand on the site of a road construction project. Perk stands next to a man in a suit. The suit waves his arm, giving a male worker dressed in a yellow rain slicker and white hardhat intructions. Man in hardhard takes heed to the instructions and moves off screen. A camera crew and reporters are seen in the background. While this is going on, a terrible rendition of "Rain Drops Keep Falling On My Head" plays over the audio. The lyrics have been altered to include Perk's name. Camera pans to a second group of men who are standing in front of a blinking road construction arrow. Underneath the arrow there is a sign that reads "Another Improvement for the People of Cleveland". CU of the blinking arrow. Camera pans to a CU of the sign. Camera pulls back to reveal the men on site. CU of Mayor Perk being interviewed by off screen reporters.
