All three are dressed in a suit and tie. All three are wearing glasses. Camera focuses on the man in the middle who is doing all the talking. He speaks of the monetary situation at the juvenile center. He begins by stating that the program has alway functioned on the bare minimum. He then goes on to say that the center's budget has been increased by far more money that he had expected. Well, you don't hear that very often.
