CU of Gilligan, the Governor of Ohio, speaking to the camera while seated in front of a bookcase. He has a distinguishing white marking on his right cheek just below his eye. I can't tell if it is a birthmark or a blemish, but it is extremely noticeable. He is speaking of the increasing amounts of violent crime taking place in the suburbs, a phenomenon that didn't exist before. The violence of the cities is spreading rapidly to the suburban areas. He knows what the problems of Cleveland are and is doing everything he can to help law enforcement deal with them. He plans to "nip the problem in the bud".
